I'm not sure I agree with this "fairness" argument. I've known of many black families who wanted out of the ghetto and they understood that sending their kids to a non-ghetto school that was outside of their ghetto culture was the way to do that.

In fact, they made sure their kids didn't learn or understand or at least engage in ghetto culture.
